Killer e2200 LAN very slow

I have a GT70 with windows 8.1 pro.

the LAN connection is very slow,  im talking copy speeds of only 30 kbs.  The same result on both my work lan and home lan.
my older lap top is at 90 mbs transfer speeds at work  8mbs per second at home.
