Cant get vcore setting to listen

hi,
 i have a x79A-GD45plus with the latest bios (17.9).

reguardless of what i set the vcore to in the BIOS,  when i boot to win and check the vcore,  it just goes to whatever vcore corresponds to the RATIO i have set (as if i had the vcore set to AUTO...
